By refactoring into individual classes each can be integrated better with that mode of invocation. For example, the Ant version could accept filesets indicating which JSP files to compile allowing use of Ant's mechanisms for creating filesets (with exclusions). This could also be used to supply the content of the webapp's parent classloader as a <classpath> rather than as a simple String.
