The file is already there, https://wiki.apache.org/tomcat/AdminGroup The list includes Chris, Chuck, Ian, Mark, Sebb and me. I made the file is not readable for general public (per some recommendation elsewhere) but changes to it are sent to the mailing list. ContributorsGroup has not been created yet.
