Given the issues reported with the 7.0.38 tag I'm leaning towards cancelling the 7.0.38 vote, fixing the known issues and rolling 7.0.39.
In addition to the issues in Bugzilla the only other issue was the UEncoder problem Violeta found. (Any chance of a test case for that one?) Thoughts?
