Yes, it is intended behaviour.
>From Tomcat point of view, all that <auth-method> does is that it configures an
Authenticator. You already have one configured.
The logic is in
org.apache.catalina.startup.ContextConfig.authenticatorConfig()
Suggestions for improving the documentation are welcome.
