Looks like Tomcat being installed in Program Files (x86) was causing the issues. But not sure Tomcat as a service is able to run smoothly and sometimes hangs with memory and CPU going up if installed under Program Files (x86). I did following changes to resolve this issue . Instead of the long form path name i.e. Program Files (x86) , I replaced all the occurrence with Progra~2 and that has resolved my hang issues. Tomcat now starts and stops smoothly.
