Installed Tomcat 5.5.35 with windows installer,
using a non-default install path of C:\Tomcat
This resulted in
-Djava.endorsed.dirs=C:\Tomcat\endorsed
instead of
-Djava.endorsed.dirs=C:\Tomcat\common\endorsed
