Before Tomcat 7.0.19 the only jar need to use tomcat's ant tasks was
catalina-ant.jar since 7.0.19 it is much wider
lib/catalina-ant.jar
lib/tomcat-coyote.jar
lib/tomcat-util.jar
bin/tomcat-juli.jar
I did found nothing about it in th doc, so I'm not sure this was intentional.
Thus reporting as an issue.
