For me CTR for tests would be fine (as long as needed to implement the basic functionality). I think the more important part is what we ship? If we ship a broken test suite with some 6.0.xx *and* make it easily available via ant, it could be confusing for users. So we need to make clear that is is experimental as long as we think its not yet done.
