patch for LocalStrings_xx.properties
If I start a Tomcat7 in Japanese locale, the link for Manager helps on Manager
webapp is broken.
In Japanese locale, htmlManagerServlet.helpHtmlManagerFile and
htmlManagerServlet.helpManagerFile don't start with "../docs/".
This issue occurs in German and Spanish locale.
