This was fixed in Remy'e re-write of the deployer code in 5.5.x. An updated WAR
file will now get deployed even if the old unpacked directory is present
providing Tomcat is running when the WAR is replaced. If Tomcat is not running,
then the unpacked WAR still needs to be removed.
