Yes. No. Maybe. Not sure. "ant package" packages up the JARs built from the Tomcat source tree. tomcat-dbcp is not part of the Tomcat source tree. The Eclipse compiler isn't there either. That sounds almost plausible given I just made it up. That said, as best I can recall / tell from looking at build.xml that is why it is like that.
