The 5.5.30 and 6.0.28 (I haven't checked 7.0) binary releases of Tomcat no
longer ship bin/jsvc.tar.gz. A look at the changelog leads me to believe this
is intentional.
The documentation (setup.html), however, still refers to that file. In
particular, the sentence "Source tarballs for jsvc are included with the Tomcat
binaries" is no longer correct.
