Running 7.0.0, the welcome page says:
> NOTE: For security reasons, using the manager webapp is restricted to users
> with role "manager"
The role name is wrong: in 7.0.0 the correct name for that role is
"manager-gui".
Note, that it is easier to resolve bug 49122 before fixing this one.
