tomcat-users.xml is an XML file. Therefore you have to adhere to XML syntax
(which you did not). password="4you&amp;me" will work.

BTW: Stock Tomcat reports that the UserDatabase is broken and where to the
logs. I can't imagine that Tomcat from the Ubuntu repos does not.
