This is a limitation of the service provider that Tomcat uses from Commons
Daemon.
If this is still an issue, please raise a bug against Commons Daemon
(https://issues.apache.org/jira/browse/DAEMON)
As an aside, if this were a Tomcat bug I'd be tempted to close this as WONTFIX
editing the classpath is usually a recipe for trouble.
Closing INVALID as this is a Daemon issue, not a Tomcat one.
As noted, the work around is to edit the registry directly.
