Surely the ISO-8859-1 (Latin-1) character set supports most accents in Latin languages, so there should be no need to use Unicode escapes for these? Looks to me like the problem with the Spanish version is due to a packaging error in the tomcat-I18n-es.jar file, which contains corrupted copies of the original files.
