This is configurable and has been discussed several times on the users
list.
Actually if no one really knows why this read and write back normalized
is useful, maybe we should switch to readonly being the default in TC 7.

My guess would be a left over from 5.5.x where the admin app coudl make
changes.
But what is strange is, that it writes once straight during startup of
Tomcat ...
