I'm open either way.
If we go with separate source tree, then I would propose a "modules" sub
directory, where we can start building this out, instead of clobbering
the root structure
If it is going to have a separate release cycle then it makes sense to put
it in a modules directory for now. We can always move it later (one of the
advantages of svn).
