It is the collective work that is copyright ASF. This is stated in the notice file. Looking at some other files there are a number of issues with copyright notices that need to be fixed in addition to the removal of the COPYRIGHT file. Therefore, I vote -1 for this contribution as it does not comply with the published ASF source headers policy. I am happy for this contribution to remain in trunk providing that the necessary changes are made in a reasonable time scale.
