Do you have IPv6 enabled on your box, as that appears to be the problem? If you disable IPv6 there isn't a problem. If you enable it, it attempts to create an IPv6 socket and then attempts to bind to an IPv4 address of '0.0.0.0'. I've checked the packaging of APR in hardy and there are no patches that would affect sockets.
