I have the same problem with Tomcat6.exe and Win XP x64 on CoreDuo emt64
I tried all files from
http://svn.apache.org/viewvc/tomcat/tc6.0.x/tags/TOMCAT_6_0_16/res/procrun/ia64/
and http://svn.apache.org/viewvc/tomcat/tc6.0.x/tags/TOMCAT_6_0_16/res/procrun/
Non of them working :(
