This looks like an issue with commons daemon. Commons daemon bugs can be
reported at:

I have tested using the GUI (accessed via the icon in the task bar or the
configure option in the start menu) and I can get remote debugging working with
a 6.0.16 service.
I am resolving this as invalid only since this is not a Tomcat issue and I
can't automatically re-assign a BZ issue to Jira.
