Started as service Tomcat runs as local system, if not otherwise configured in windows services. As local system has virtualy nil domain right, mny files and directories "disappear", especially all on UNC- / Network-drives. (German readers found helpful hints in http://www.a-weinert.de/weinert/pub/tomcat-tips.pdf) So this behavour is not necesarily a bug. Tomcat has (of course, under Windows) only the file access right of the account, it runs under.
