I wonder if it is a JNLP issue or something else? There does not appear to be a Tomcat issue here. I suggest you follow this up on the users list. My suggestion would be to using something like TcpMon (if it supports ipv6) and monitor the traffic to see if it is a client or server issue. The folks on the users list are usually pretty helpful.
