OK. I understand your use case now.

If the JVM doesn't stop cleanly then something is wrong that needs to be fixed.
I think adding this feature would encourage people to use -force all the time
which would mask that the stop was not clean which in turns hides the fact there
is some underlying issue.

I would be -1 on the patch as is since it removes some existing functionality
and the delay is not configurable. With the warning restored and the delay made
configurable I would be -0. Of course, I am only one person. The rest of the
community may have very different views.
