I think, after yesterday's marathon discussion, the methodology crafted by Costin and I, which is pretty much a re-clarification of normal ASF policies, addressed everyone's concerns. As such, I think that is the model which should be accepted. As noted in numerous Emails, your proposal was, in many ways, normal ASF policies with some differences due to not understanding all the normal aspects (like "formal review request")...
