I believe changes made in relation to
https://bz.apache.org/bugzilla/show_bug.cgi?id=69817 and released in 11.0.12
introduced regression to access log pattern code %t. Previously response end
time value was logged, now request start time value is logged and explicit
configuration to response end time with %{end}t or %{end:HH:mm:ss.SSS}t still
logs request start time value.
