3. Provide a workaround such as a .jar or .zip that can be placed in / unpacked in $CATALINA_BASE/lib that provides the missing class files.

You'll see that I proceeded with the release in spite of your -1 vote this morning... which I missed. Sorry about that. I think maybe the best thing for me to do is un-release 10.1.45 and start again with 10.1.46 as the September release including this fix?

What segment of the community will this affect? Will it only affect users of OSGi?

Anyone who tries to use FileStore - it will fail as the new o.a.t.u.concurrency package is missing.
