Generally, we add features in 12 and back-port. As long as backwards compatibility is not impacted, new features will be back-ported all the way to 9.0.x. The code bases should be pretty similar between 9, 10, 11 and 12. That said, if you prefer to work in 9.0.x the change can be forwarded ported all the way to 12.
