I can't reproduce this on macOS using fresh downloads of 10.1.34 and 10.1.35
after moving the logging.properties file from Tomcat's conf directory to a
place outside of either CATALINA_BASE or CATALINA_HOME, and setting the
CATALINA_LOGGING_CONFIG variable appropriately.

Would like to see some additional information:
1) what is the exact value of your CATALINA_LOGGING_CONFIG variable?
2) What other config changes from the default settings have been made?
3) What platform and JVM version are you running on?

It seems reasonable that CATALINA_LOGGING_CONFIG could be passed to the
Bootstrap class when the stop function is requested, but it would be good to
understand under exactly what circumstances it's needed.
