I downloaded and installed Xinco, started XincoExplorer, logged in, added some data, viewed the new data in XincoPublisher and I didn't experience any problem at all. Therefore i suspect what you're seeing is not a Tomcat bug but a user error. You might want to ask for help in the Xinco forums or the Tomcat users list.
