The problem *I* have is that we still allow 1.x to build and link against 1.1.1, thus any change to 1.x needs to have the ability to be testable against non-Windows *and* Windows. See my commit message that we strongly recommend using 3.0. Maybe in 1.4.x we can enforce 3.0 similar to 2,0.x..
