Upon doing a clean install of Tomcat on a cleanly installed Vista system, I
create a keystore with the java keytool (jdk1.5.0_11), and uncommented the
secure connector to port 443.

Started up Apache and browser hangs when connecting to https://localhost/

I then uninstalled and reinstalled Tomcat with the Native Libraries unchecked. 
Upon copying over the same exact server.xml as I running in test above, I then
started up Apache and the browser connected with no problems to 
http://localhost/

I have repeated this test numerous times (although not on numerous machines.. so
I can't say if it's Vista specific, although a coworker had the same problem, so
it happened on more than 1 piece of hardware).
