https://github.com/apache/tomcat-jakartaee-migration/pull/40 (reported only a few hours after the tag, bad luck ...) looks to be an issue for this branch. For 11 it doesn't matter at this stage. Maybe a 1.0.6 release of the tool should occur first before a new 10.1.4 tag.
