Review comment:
       It's the way that this method is called from `AuthenticatorBase` that 
makes it a question for preemptive. The call is combined with a check of 
`Context.getPreemptiveAuthentication()` there. Any suggestion for a better 
name? How about `checkPreemptiveAuthRequirements()`?
