This bug exists on most tomcat version. I tested 5.5.22 and 5.0.30.
This is not a duplicate of #41017 although it looks like it.

We cannot remove a header with setHeader(name,null).

The difference it that instead of removing the header from the response, the
header values is empty but present (like if we called response.setHeader(name,
"")). 

You can see it with a protocol sniffer like ethereal.
Don't rely on browsers extension to confirm this bug, as these tools like
'livehttpheaders' are hiding the headers with empty values.
