Jakarta EE 9 is a collection of APIs and specifications for how those APIs are expected to behave. Tomcat implements a subset of those specifications and APIs (Servlet, WebSocket, EL, Server Pages, Authentication and Annotations). Note that you cannot take an application that works on Tomcat 9 and use it unchanged on Tomcat 10 because in the move from Java EE 8 (Tomcat 9) to Jakarta EE 9 (Tomcat 10) the java package name used by all the APIs changed from javax... to jakarta...
