Using it outside of Tomcat implies a release so I think a vote would be the right thing to do even if the release doesn't progress beyond a tag. You could argue that ASF processes don't require a vote in this instance but I'd rather stick to the spirit of the process rather than use a strict reading to avoid doing something.
