This looks similar to the cmd.exe issue http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=5013622 Both Java & Perl fail when the class file / Perl script are in a directory that contains UTF-8 characters. The only work around I can suggest is to install Tomcat in a directory that contains only ASCII characters.
