Because there is more than one.

Specifically, mod_jserv, mod_jk, mod_jk2, mod_webap, some of which
have and have not been a part of this repository's history. Also, the
IIS ISAPI redirector plug-in isn't technically mod_jk, is it?
Likewise, the NSAPI redirector (does anyone really use that?!).

Looking at the souce tarball, there are so many confusing things in it:

* Jakarta Commons: this is dead
* Apache 1.3, 2.0, netscape

It needs a lot of cleanup at some point...
