Github privs are not, to my knowledge, sufficiently granular to do that. I can do it as an org admin but membership of that group is limited to the infra team. The normal solution would be to close it with a dummy commit or to raise an infra ticket. Not ideal but one of a number of areas we hope to address as github improves the granularity of its access controls.
