The same problem was reported to Debian.

I could reproduce this hung up with Debian-packaged libtomcat8-java 8.5.33-1
and 8.5.34-1. Installing libtomcat8-java 8.5.32-2 fixes this. The original
reporter also said that he could reproduce the problem on Ubuntu and FreeBSD,
so I guess some bug must be entered in the upstream JSP handling between
Tomcat8 8.5.32 and 8.5.33.
