Apart from the duplicate process ID, the behaviour is identical on Ubuntu. Starting via apachectl on Fedora doesn't help as it has been modified to go via systemctl. I therefore tried httpd -k and saw the PID change as expected. Therefore, this to be a quirk of Fedora / systemctl.
