This is the start of the clean-up I mentioned in the context of the HTTP/2 + async thread. My plan was to clean-up the SocketWrapper layer before working up the stack. BZ 62628 has thrown a small spanner in the works so I'll probably detour to look at that first before coming back to the various TODOs I've just added and then think about moving up the stack.
