The desired change (merging roles defined in multiple Realms for the same user)
is a significant departure from the current implementation and would not be
suitable for all use-cases.
I think this would be best met as a new option on the combined Realm, disabled
by default, that implemented the role merging. Separately, the docs should be
clarified to be clearer about how this aspect of the combined realm currently
works.
