It may be an issue with the NSIS installer. http://sourceforge.net/project/showfiles.php?group_id=22049&package_id=15374 has a list of the release notes and there are several issues related to the TEMP directory. It could also be related to the environments on the machines that has the problem. I have checked the Tomcat NSIS script and it does not directly use either the TEMP or TMP environment variables.
