None I am aware of at the moment.

The Maven plug-in joined Tomcat with essentially a single committer
(Olivier) and while there were enough PMC members interested to vote for
releases, there committer community never really grew. It looks like
Olivier has moved on to other things.

The question is how to reboot this community? Is there anyone interested
in becoming a Maven plug-in committer? Are you?

If people showed interest and backed that up with something like
producing a patch for a currently open issue I'd be willing to advocate
for giving them commit access on the understanding they would only work
on the Maven plug-in. Not to say they couldn't expand to the full Tomcat
code base, but we have a slightly higher bar for that.

I can find a little time to help with mentoring on the 'how the ASF
works' side of things and can answer questions on Tomcat internals.
However, I'm fairly clueless when it comes to Maven.

That doesn't appear to be official in any way.

It depends. I'd suggest trying it and seeing what happens.
