The fix in https://bz.apache.org/bugzilla/show_bug.cgi?id=60087#c3 has
introduced a new issue resolving resources url.
I've made a project to test this behaviour

Run the main-app to see the problem. If built changing tomcat.version to 8.5.5
everything works as expected.
