I've been using tomcat 5.5 and have not seen the problem for several years, so I'm pretty sure that it has been fixed in the later releases. I don't have a 3.3 tomcat handy to test against, but if you do, then it is easy to check: Just request a URL to a servlet that includes Japanese characters in the path.
