You are making some claim, without any proof or evidence. As you can see from the commit, the value of umask is configurable. The default of 0027 is also quite reasonable. For the full list of changes between 8.0.x and 8.5.0 you should see the Tomcat 9 changelog from bottom and up to 9.0.0.M4. The list of changes is long and some may have been unintentionally overlooked when authoring the guide.
